Help With Port Forwarding

I am trying to host my own server using OpenTTD Dedicated Server. However, I am getting an error that tells me to allow packets on port 3979 to be delivered. I went on my router and forwarded ports 3977, 3978, and 3979 but it still gives me the error and canyouseeme.org says that the connection timed out. Here are a few pictures of the port forwarding settings I am using on my router for each port. The IP that is listed in the pictures is the private IP of my computer on the network. Is there anything that I am doing wrong?

You may need to tell your operating system's firewall to allow TCP and UDP packets on those ports as well.

I had previously made new rules to allow inbound TCP and UDP packets from those ports but didn't allow outbound packets. I now allow outbound packets but it still says that the packets aren't being delivered in the program.
