Translation Problem
I am russian and i have my private dedicated server.
I have problems with my server console, when i say with console any russian text it transfering from "привет" to something like this "????" and when i say something in game i see russian text in console something like this <√╤#╡╖ЇФк5Ї░z'

What do you mean by "the console" ?
If you mean the chat, this is a Unicode issue (I think).
If you mean the console where you type commands, "privet" isn't a command, and commands must be written in latin characters (I think there are many keyboards that can write both cyrillic and latin characters). However, if you're getting "?????" as an error message, then again, this might be a Unicode issue.

i type this command "say привет" in server console

Similar question: people on my server are talking using non-latin characters and I see only ????, how to fix it (on server or at leas on client)?

You tried switching to a font with the correct glyphs? By default you get a sprite font with just a subset of ASCII, so any other glyph can't be rendered at all.
Switching to a different font is in the FAQ, under a "my font is too small to read, how do I fix that?"-like topic.

what OS are you using? you might need to set your console window to input as Unicode (UTF-8)

It is impossible to represent your language (including mine, korean) in dedicated console window as I know (in Windows)

you can also change the codepage in the windows console (cmd) to be unicode (utf8), and use an appropriate font.
