How to get docks to accept goods

Hello! I am having trouble getting docks to accept goods so I can ship them around. I built a depot connected to the dock but it still won't accept goods. I just want to temporarily store the goods there to ship them to a dock that accepts goods.

They don't need to "accept" goods; accept basically means there's something else (ie an industry or house) that accepts the goods. Stations always take every type of good if you force them to.
What you want to do is set orders to "transfer" (or unload). Or turn on cargo dist so cargo gets routed automatically through available possible routes.
