why is the server still not working

Have you port forwarded those ports as required?

you have to do the port forwarding in all of these:

1. your firewall
2. your router
3. any mystery box from your provider

and your provider must give you an actual public IP adress, and not have a NAT by itself (like a "10.x.x.x" address)

We can't really tell you how to do that, as it is different for each router. Consult the manual for it. It's usually not hard to find on the page for the router (usually accessible from 192.168.0.1).

Those ports (UDP) are sometimes blocked by the computer as well, as they're rather devil-ish. Think the rest of the internet (search engines) could help you better.

by the way this errror started when playing with my friend then threre is a elctricity outage and after the ligth turn back on the server wont work

I'd say that outage may have reset some settings on the router, or another piece of network equipment like a hub or modem.

did you check whether your PC's internal IP adress is still the same as the one you set the port forwarding to?
