Seems after updating to 1.8.0 I am having issues with loading config files on a Dedicated Server
Current Setup as follows with the following files
C:\Users\Administrator\Documents\OpenTTD
Openttd.cfg https://pastebin.com/EJp5JLHv
openttd2.cfg https://pastebin.com/2g4rFVXh
C:\Program Files\OpenTTD
With two shortcuts Created
openttd.exe
"C:\Program Files\OpenTTD\openttd.exe" -D
"C:\Program Files\OpenTTD\openttd.exe" -D -c openttd2
Let's call openttd Server one and Openttd2 Server two
If I load Server one seems to load the config file with no issues that I have created
If I load Server Two it loads some other config file ( Nothing related to the one I have created and the server gets called "unnamed server" loads 256 X 256 map size etc.... )
The current setup I had was working fine in 1.7.2 but seems after upgrading something has changed am I missing something?

I do not know how it is in OS Windows, but in OS Ubuntu I run multiple openttd instances under several user accounts.
Each user account has a different version of openttd.cfg in its home directory and uses other directories.
If it's a network game, it's still necessary to set up other network ports in each version of openttd.cfg.

not sure what has happen but it seems something has changed in 1.8.0?
Moved the config files into the main Dir C:\Program Files\OpenTTD
Now i am able to load more than one dedicated server.

have you tried setting the working directory to where openttd2.cfg is stored?
