shipping goods crates in desert - but where to?

Im just having a go at the desert scenario in OTTD, since I only ever played normal climate.
the thing that confuses me is this:
when does a town accept goods crates?I have tested several towns with bigger houses, but none accepted goods.

are there any special requirements for a town to accept goods?

it would be good to know, since I have setup a huge station (my first go at advanced track layouts, too :D) and wanted to deploy some goods now

In general you need 3-4 office blocks before a town will accept goods.

Supply the town with passengers, mail (and food and water if in desert) to make it grow.

(I was wondering, since towns in the normal climate accepted goods earlier - or seemed to
EDIT:
ok, I figured it out, turned out I had all residential buildings in the towns. now 1 town built a commercial building and I started delivering goods. months later, however, the building disappeared again :(
city AI can sometimes be sooo annoying...

It's just easier to get Temperate Towns to grow.
