So I was having issues with my Desktop PC but I finally got that dealt with but I'd still rather get the issue with my Server PC fixed.
I did exactly the same thing i did for my desktop PC, I set its local IP with a static IP address (192.168.1.199), then I port forwarded on my modem/router, and made the inbound and outbound rules in the Windows 7 fire wall on the Server PC.
While the server appears if I punch in its local IP address (192.168.1.199:3979) I can't see it on the server list and nobody can connect from the outside.
I've gone through these steps several times today now. I don't know why its not working at all.

192.168.X.X is reserved for private network - meaning, you can only connect to that IP address within the network built on your router/firewall. Use a service like this to check your public IP address, and connect to that IP.
