Cheaper founding of towns and industries?

Hi there. Is there an option anywhere to change the cost of founding new towns and industries? I was thinking of making a scenario where the player would need to found most of the towns and secondary industries themselves and obviously the default costs are rather prohibitive. I've been looking through game options and online scripts but I haven't found anything yet.

You might want to employ a base cost NewGRF and set its values for those actions accordingly
