No reason to refer him to the patch dev if the question he asked is related to something that's not in the scope of the patch.
No, you can't build railway in the editor. IIRC, there can be rails in scenarios you edit with the editor though, as scenarios are the same as savegames, just that the extension is renamed to .scn or something. So you theoretically can rename a savegame that has rails to .scn and load it with the editor and thus have rails in the editor.

This looks like some incarnation of a copy and paste patch which are all very outdated by now but it might be possible that there is still one in chill's patch pack. Those patches still don't allow for building track in the scenario editor though AFAIK. Have a search around I would say.

I would say it is just a limitation of the copy/paste gui - it is the same in-game and in scenario editor

The first thing to check is whether the current patch still has this behavior. If it does, report a bug in the copy/paste patch thread.

All buttons work perfectly in the game. It is very useful when creating large structures.

The discussion is about the copy-track button of the copy/paste patch in the scenario editor where you don't have any form of tracks.
