The AI in this game is super annoying as it will demolish carefully grown cities trying to take an passenger line into its center. Multiple AI's doing that and the city is suddenly back to being an town, years of progress anulled.

You can do that yourself pretty easily. Enter the scenario editor and load a scenario of your choice, then disable the AI.

I have latest patch that has hidden them from appearing in the editor.

Does it not let you navigate the folders? It should provide an "up a level" option or similar.
