editing .dat file problems

hi there a while back i asked about editing the dat files so i could stop drop in production.
i got a xml file from the .dat for coal and then editined the candecrease line to 0
i saved as an xml then played the game, no change gets to 700 then drops to 0
so then i save as .dat and try again, game does not load
then i drag the .xml on the program and it seems to make a working .dat
i play the game and still not change it always gets to 700 then drop to zero
what am i doing wrong. do i need to compile the .dat file another way
