Was the TTO World Editor released as a seperate box?

Can anyone tell me if the TTO World Editor expansion pack was released as a seperate box or was it part of a Transport Tycoon Original box release?

I am just curious because I know the Original TT was released on floppy disk but I have also seen it on CD-ROM which I thought might be TTO + WE combined.

There is two differences.. they released TTO and then TTO + WE and called that one TTD... Kinda misleading because there is an actual TTD and I have TTD and TTOD, I was very mad when I noticed that, because on the back of the CD that TTO came with it says deluxe and shows the four landscapes but Its TTOD only...daggumitt
