Train waiting for free path when there is one?

Try displaying the tracks reserved by each train. If the highlighted track still covers the platform entrance while the train is stopped, no other train can use that entrance.

If that doesn't make the situation more clear, post a screenshot.

When the train breaks down, the path ahead of it to the signal is still reserved, even though the train is stopped.

So unless there's another path for the second train to take, it will wait for the first train to be repaired and leave (at which point the path reservation will be gone)
