Is there any mod to disable local authorities?
So construction can be done without concerning of obstacles.
I've tried to plan trees or add more buses in the city, but cannot done with the city where station has not been built before.

It's called "magic bulldozer" and is in the cheats menu:

Magic Bulldozer is no help when the town rating is already bad and you want to build a station.
I too, wish the local authorities could be disabled or eliminated entirely from the game. It's just a pain.
There is a way to get around the restrictions. It's quite involved and requires you use:-
The "Infrastructure Sharing" patch, either alone or in a patchpack.
At least one A.I.
The "cheat" menu.
If you're OK with all that, then I'll post a detailed description of how I do it.

If you are in a hurry to build something, you can do the ridiculous thing of spamming trees in the authorities area.
Super dumb thing, you can destroy a large portion of the city using magic bulldozer, then if you cover it all with trees, your rating can go back to near full. The city will expand back into the trees.
