other than modded local railway?

Hi, I'm trying to make a scenario about small 2ft gauge railroading, is there any way to disable all standard gauge/electric/monorail/maglev track, without getting a replacement grf? If possible, also something to tweak up the price of road, air, and sea travel would be nice. Many thanks, everyone.

The 4 default railtypes cannot be deleted. They can be disabled in a few ways, or "replaced", but not deleted.

No, you cannot change either without using NewGRFs. You might want to consider 60mm Narrow Gauge Railways for your train set, and Base Cost Mod in order to change the prices of your infrastructure.

Just don't put any standard gauge trains in and you won't get any standard gauge rails.
