Population of 1.400.000

I managed to reach this population. What needs to be done to grow even more?

Not, seriously:
- Use, at least, one big airport.
- Create a good system of trams and/or busses to cover all city.
- In the big train station, put the tracks underground.

And the best and most important tip: Enjoy and make your own style of play.

In OpenTTD, even 20k inhabitants towns need their rail system, or at least their light rail system.

The city has:
bus
mail
values
Streetcar

are more than 500 vehicles only within the city.

but growth has stopped. it has been almost 200 years since it reached this population.

Optimize the road layout. Less branches might help. Maybe try to build a tunnel right from the center to the outskirts or something, dunno.

Also are you using the 2x2 grid or 3x3 grid?

Growing towns without CB is pretty boring, all you need is spiral road and it can grow indefinitely.

It's clearly not a spiral on your screenshot. Also keep in mind that depending on what initial layout of town is you may need different amount of spiraling roads to sustain the growth.
Or just do double spiral layout, that always works.

There is a setting for that, as far as I know

You can just turn off allowing cities to build streets at all, yes.

Theres settings for almost anything.

Theres this one that tells the cities/towns how to start out with their roads.

The top one though is the one your looking for and the city WILL follow that setting you change and if they done follow the setting then its your OpenTTD that is broken... OR set it so it builds no roads.

ignore the nonsense above and set
Environment->Towns->Towns are allowed to build roads to Off
