auch weiterhin elektrische Loks bauen

wie kann man erreichen, dass auch nach Einführung der Magnetschwebebahn elektrische Loks (und somit neue elektrifizierte Züge) gebaut werden können?

Einstellungen verändern? newGRF installieren? wie geht's?

Simple. Can be done in a running game, too. You'll need to use the console

GRFs might also change expiration dates, of course.

I'm not sure what your question was exactly, but if you meant that you want more modern electric trains, you can try using some NewGRF. Examples of sets that have post-2000 electric trains are the 2CC Train Set (forum thread), whose last electric train is designed in 2030, and NARS2 and UKRS2, whose last electric train is designed in 2014 and 2020, respectively. There's other sets, but these are the ones I have played and am familiar with. There's also NUTS, which has new electric trains up to 2057, but this is a wildly non-realistic set so it's not for everyone.

If what you meant is that you want to avoid vehicles expiring and becoming unavailable for purchase as time passes on, then you might want to enable the setting Vehicles never expire under Limitations. Be advised though that this will clutter your vehicle purchase list if you have many train sets active, as all engines from the earliest to the most recent available will appear on the list.
