Bribe not available

I've got a town I've got a poor rating with I'd like to bribe, but its not coming up as an available action. I've double checked it is enabled in the game options. Are there other factors which play into the availability of the action?

Also if you've previously tried to use a bribe and been "caught" in the act, in which case you can no longer spend money on the local authority in any way for a period of time.
