Do .grfs work in all climates now by default?

I remeber some .grfs working only in Temperate climate for example, I tested yesterday and all of mine seem to work in all climates. Does this apply for all .grfs?

Many modern ones will work on all of them.
Some of them may be disabled for Toyland.

Thanks for the info, found that some Polish sets I have only work on temperate.
