The basecosts mod doesn't seem to affect track costs for this. The set allows x4 build costs, but that's not nearly enough for our tastes - endgame track should cost hundreds of thousands per tile to have something to sink those billions into.
Anyone have an idea how we could raise the costs for these tracks?

The order of the additions is important ...
If you want Base Cost Mod to affect an addon that has its own price multiplier, it must be below it.
Remember, however, that changing the location of one or another addon can affect the cost of other additions ... Good luck.

If set below "U & Re RMM 2", Urban Maglev tracks will not be displayed.
It is displayed when set to the above. It may not need to be fixed, but I will report it.

I had to fix a problem similar to an issue in the trackless trackset, where on an incline, the ground would appear to be floating.

I've gotten this request many times. I never quite figured out how to fix this. I now have an additional parameter. I can't promise that you won't have to tweak the order in which grfs are loaded, but Transrapid tracks now cost anywhere between £15 and £68 812 815.
