The main editing software I know how to use is photoshop elements 6.0, I know that you can only use a specific set of colours when making the textures of a new .grf and I can see these by opening the colour table on photoshop. But I can't find a way to use that table as a palette so to speak to allow me to select colours and draw with them. What software would work better or is there a way to keep a palette open, much like what MS Paint has.

Gimp has a way where you can select a colour to draw with, then instantly use it. Also, gimp is free.

Include a picture of the color palette in the .png you're working with - then it's only a matter of "use the color under the cursor" or whatever the function is called in PS.

You could always draw freely and then palletise the image afterwards. (GIMP has an option for this)

In Photoshop CC, the palette can be loaded into the Swatches panel, this is persistent across restarts of the app (except when it's buggy). Elements might not have that feature, dunno :)
