[OTTD] Raise landscaping costs [v2]

[OTTD] Raise landscaping costs [v2]

Using the new features included in r18283, this GRF raises by 4x all landscaping related costs (plant trees, raise / lower land, clear grass, clear rough land, clear rocks, clear fields, remove trees and clear water) without altering the cost of building foundations. It also includes four parameters, which allow the user to change the costs as wanted:

1: Raise / lower land.
2: Clear grass / rough land / rocks / field / water.
3: Build foundations.
4: Plant / remove trees.

The default value for every cost is 8. A value of 7 will halve the cost, 9 will duplicate the it, 10 will multiply it by four and so on.

Once that it is tested and complete, I will post a release thread and upload the GRF to BaNaNaS. As always, feedback will be greatly appreciated.

I think you want to say "doubles" instead of "duplicates" here.
