If you don't place a white pixel at every possible spot, but leave a few gaps then it won't look as bright.
That's the way you did id in the canals if I'm not mistaken,but in the canals you have of course not enough white in the waves for it to look as a coast.

grdtogrf makes a grf from the grd file.
This grf file you can place in the newgrf folder of ttdpatch and then ingame activate or deactivate the grf, and thus using your newwater or the old ttd water without leaving the game.

For once, read what other people write. Oskar said the author should provide the grf so the author should also add his personalised data to the grf-header. If you made a private copy of the grf you don't have to change that naturally.
Just that would not be nice if you offered your private copy for download without a proper ID and copyright notice in the grf-header.
BTW: grf-ID FFFFFFFF means it can't be switched off, correct?
