Python NML Code Helper

Hello Guys,
This is me WoozyDragon, Spriter and coder of the Indian Railways Set, v0.0.8
Have you ever found yourself looking through old code or just copying and pasting them because the blocks are too hard to remember and are too big?
Well you now have nothing to worry about, because I am working on a Code Generator/Helper which will help you after you input some parameters for a train!

For now it's limited to trains and only vehicle properties, in later version, a sprite set, template generator will also be there and you can provide the parameters, positions, and things for the generator.

I'm currently working on this project but I have a doubt about NML.
How can we make such that the COST FACTOR can be changed to a specific value?
If we can't change it to a specific value then what does the COST FACTOR depend on? Like what calculations does it do for the game to recognize?
If I figure it out I can integrate the calculation thing inside of the Python Program so you guys won't have to worry about doing hit and trial every time you code a vehicle.
