multiplayer works in 2000/XP .... I played even over internet a bit ... but it is not stable enough to play .... and ... it cannot be changed without any TTD dev help (documents, hints, source code)

Reimplementing the multiplayer interface is near-impossible. Feel free to try though if you like.
