made a upgrade of _Setup.bat

try it

EDIT: u will only see a difference if its not in the same directory as TTDPatch and the reg files

and a tiny difference in the directory

Isn't related to Nr-TTD's setup.bat, perhaps it's from some other ttd .zip package.
