I have searched and not found anything on this, but I'd be surprised if it hasn't been suggested before so feel free to point me in the right direction if it has.

Would it be possible to change the split in vehicle type ids from the present
116 trains
88 road vehicles
41 aircraft
11 ships

to e.g.
110 trains
85 road vehicles
41 aircraft
20 ships

Anything can be achieved if you don't care who gets the credit

How do you plan to deal with train sets that use all 116 rail IDs?
To get a good answer, ask a Smart Question. Similarly, if you want a bug fixed, write a Useful Bug Report. No TTDPatch crashlog? Then follow directions.

If the split could be controlled by GRFs, you could use GRM to ensure that used IDs were not reallocated.

Indeed I am not asking for a permanent switch, but either a grf controlled one or one set by a switch in the patch config.
