Always run CB15 when building a vehicle

Currently, callback 15 is only run for a vehicle if it is refit to some cargo other than the default. Would it be possible to make it so a vehicle is always refit when built (ie, the callback is always run)? This would make default capacities greater than 256 possible for train vehicles, and also allow changing the default capacity over time.
