In england there are a few planned cities that have been built, from farmland, in the last 50 years or so.
So, i propose that a new feature is implemented that allows 1-10 new villages/towns/cities to be built, From ~1970-~1920 excluding depressinon periods.
when it builds a city I think it should do this:
1. randomly create a village and optionly add the suffix Garden City with population 0 and add 2 whole sections of road at the centre.
2. imagine the expand button is being pressed 2-30 times but it must not destroy anything directly or through terraforming apart from trees.

I have always thought this would be a great addition to the game.

One of the biggest questions I can see it raising is that of nearby industries. If the new town was built near a coal mine, would that coal mine retain its original town status, or would it now belong to the new town? If it keeps its original town, this could give new towns a very small patch of land and very few industries.

And not all new towns are as bad as Telford!

well it is like that in scenario editor

you could say it belongs to the town that made it, which is the closest one at that time

it sounds good, it means new industry can be formed aswell. it like new zealands big city where suburbs that didn't excist now have popped out of the groung
