No electric rail in 1988

I have been playing openttd for a while now. It is 1988 and i do not have the option to get electric rail. Does anyone know what the problem is?

What train set/climate are you playing in?

There are no electric trains in the default set except for in temperate.

I'm not sure what climate im in. How do i find that out?
