Possible a59 bug - powered wagons (DBSetXL)

After upgrading from TTDPatch a58 (Windows version) to a59, trains with powered wagons seem to be behaving strangely. If I load a game which was saved under a58, trains which have powered wagons have incorrect values for their horsepower. For example, if I load the attached saved game in a58, the ET-87 has 1359hp, and the ICE-3 has 21,760hp. If I load it in a59, the ET-87 has only 1hp - it seems that the powered wagons are no longer providing any power. The ICE-3, however, has 43,520hp - exactly twice what it should have. Any new trains I build in a59 have the correct values for their horsepower, though. I tested this with all GRFs but the DBSetXL disabled, and the problem still occurs. I also verified that this isn't just a cosmetic problem - the 1-horsepower ET-87 can't accelerate at all.
