Rum?

Forgive my cluelessness, but what is rum for?

I can haul sugar cane to the distillery, and make rum....but nothing takes it.

Is there a minimum city size, perhaps?

Things like Rum and Tools and what not are generally used by cities. There is however a minimum population required it would seem.
