Did you read the subscript? A town somewhere in the Wild West. What do you expect of a town in the Wild West? Skyscrapers? If you look carefully you might spot a carriage, so that sets the date to around 1850. They didn't have much nicer buildings by then and towns weren't much bigger too.

It's not anyone's provider's fault, it's the server: the server admin has been reinstalling their system or something, by the look of it. The fact it's the same as TTDPatch's earlier is merely coincidencial - more than one server in the world uses Debian. ;)
