Are you using the Windows or Linux version? If you're using the Linux version, there is no music support. If you're using the Windows version, then there are no MIDI files shipped by default with Simutrans. Open music.tab in a text editor and add some items in the following format:

music/jazz.mid
Jazz
music/gmstriving.mid
Striving
music/bohemian.mid
Bohemian Rhapsody
music/noana.mid
Noana
c:/download/2003/01/twine.mid
The World Is Not Enough
c:/blah/blah/blah.mid
Blah Blah Blah
There's a limit of 30 entries. Also, check the sound window in Simutrans - the volume levels may be quite low.
