How do you determine where passengers want to go?
I've tried numerous lines in and around cities, always placing bus stations adjacent to places with large passenger requirements (steel mill, etc.). But the busses are almost empty most of the time and the station info shows the majority of passengers as "no route".

Using the v key, you can see the catchment area of a bus stop. Try to cover most of the town.
Passenger destination us roughly calculated the followig way:
30-50% travels within the same town
20-40% travels to a random town (the bigger, the more likely target)
25% go to work, i.e. one of the factories that are connected to this city.
16-27% take a random tourist attraction to go
The values depends on size of the town, simutrans version and so on.
