When I open this forum with an iOS or android devices, there will be a spamy popup says I must install tapatalk.
How should I do?

I have a different popup. Constantly asking me if I want to make the forum mobile friendly.

Furthermore, the page uses HSTS (I've no idea why, it isn't like we have top secret info here) so I can't lower back down to HTTP when HTTPS isn't available on my device for X or Y reason. The entire site seems to try as hard as possible to make it inconvenient to use mobile devces.

You don't have to install Tapatalk, it's only a suggestion. Owen Rudge set that up to make it easier for mobile users who are on slower/lower quality mobile broadband services or will lower quality devices to access the site.

The Tapatalk thingy is IMHO very annoying. When I zoom a forum page to a legibly font size, the Tapatalk banner takes around two third of the browser viewport height. And it stays within the viewport, when scrolling.

@Redirect Left: Since the introduction of HTTPS on this site I'd never problems to access the forum with any of my mobile devices (Devices with Android 4.4 (meanwhile out of operation), Android 6 and 7.0). Your device seems to be "old as the hills". Devices with somewhat actual OS-versions should have no problems with the used HTTPS-techniques.

My OS is fine, as is my phone. I'm often on networks that are http only, such as certain bus WiFis

The banner is REALLY spammy.

The people at the bus company who decided that should be fired.

What I often see at such WiFis, is that it cannot correctly redirect you to the login page when accessing an HTTPS site, but I've never seen them outright blocking HTTPS sites once you are logged in.

I'm assuming its purely so they can track what you're going onto, and means that if any legal issues arise, it's amazingly simple to hand over info.

I'm almost always on my mobile phones in this forum, and I have to say the lack of any mobile-specialised form and the use of simple BBCodes have made this forum actually the most mobile-friendly compared to other forums. Native attachments are handy as well when your mobile internet operator blocks imgur and the likes out of thin air.

For those who have problems with app suggestion, just do the "request desktop site" and given the only thing you'll get is exactly the same, all your problems are avoided.

And yes, have felt this since I only "owned" a Galaxy Ace.

Will scripts be smaller if I use request desktop site?

Not sure what you mean by scripts, but if it's the text in the forums, you can always zoom in. Depends on your phone and browser, the main texts may be bigger than the rest.

It's generally a larger size compared to a mobile version of any site.
If you are using Chrome, go to settings and turn on data saver, this causes one of Chromes servers to parse and load the site, and then compress a version to send to your phone, saving you data.

On that light, I'll just point out that this forum is still among the fastest-loading website compared to others. I don't think there's many scripts running here apart from the ads and other minor things like youtube embed. There'd be not much change I guess.

So, a few things:

- Tapatalk: this was installed a few years ago to provide another option for mobile users. Initially I think I disabled the pop-up/banner, but it ended up enabled at some point. It should in theory disappear forever when you dismiss it, but that may not always be the case.

- HTTPS: while you shouldn't be posting your credit card number on the forums, your e-mail address and password are sensitive pieces of data that should be protected. Modern security standards suggest that all site content should be served over HTTPS. Additionally, this adds support for HTTP/2, which can be considerably quicker. Older devices unfortunately may not be supported.

- Mobile theme: the default TT theme is not mobile-friendly as such. That may change in the future if/when it is redesigned for phpBB 3.2. In the mean time, you can switch to the proSilver theme which will still offer the full forum functionality (no missing buttons etc) but in a more user-friendly form.

... so it should stay disabled, if you refuse the offer ("but that may not always be the case").

Long story short: The banner is not disabled. It's possible to disable it with a click but this function is not reliable.

I don't know if a Tapatalk themselves have changed how the banner behaves. It's possible. I can try to look into it when I'm home (on holiday by now).
