The forums, when logged out still have post times an hour behind what it is - Ive just posted something in Transport discussion, came in when logged out, and it said that I posted an hour ago. I dunno is this is a glitch or what, but just letting you know.

No glitch, i think you have to change time yourself

When logged out, forum times are most likely in UTC.

For what it's worth by the way, 47407, DST is what we (in parts of the northern hemisphere that observe it) have now - daylight savings time. "Winter time" is not DST.

Sure, but then it's not UTC any more. It's UTC with DST
To make it more complicated: UTC + 1hr DST is actually UTC + 2hr...
