In my neighborhood, somebody kneeling by a dumpster is doing one of three things:
1 - Praying (to the god of trash?)
2 - puking (or tying not to)
3 - relieving himself.

it is best not to confront these guys, because a lot of them are a few fries short of a happy meal.

To be fair, that is pretty light compared to what we get here. Just when you think "Now I've seen it all.." something even more arbitrary happens.

I live in Oshawa ontario, and its not known to be 100% crime free, and yes I was drunk when this happened but it was dark, the dumpsters where pretty dark (they reside inside some walls with gates) and buddy was just sitting there, kneeling and smoking in the dark, I barely saw him and it scared the s*** out of me when he started talking. Plus the way he was dressed and talking to me was pretty shady.

If anything i don't think they posed a threat, and when I called the police I told them that he didn't seem to be a threat but he didn't seem normal, and he's technically tresspassing on private property (he doesnt live here in my apartment building).

Anyways everything is said and done, and I'm doing a lot better now.

But if you are in Europe then taxes on spirits are incredibly low in Luxembourg, and you are right in the middle of the beer and wine world.
