Hard to tell, really. If omitting GTA (as its soundtracks weren't explicitly recorded for games), I'd say The Neverhood. One of very few game soundtracks I might listen to while not playing.

The soundtrack to the old DOS gem "Extreme Assault" (soundtrack by Chris Huelsbeck) is simply EPIC

(Edit) The Redbook tracks on the game CD is the reason that I initially purchased the game WELL before I had a (DOS) PC fast enough to run the actual game <grin>

The indie game Anomaly - Warzone Earth has some fairly good tracks to it (Also a good game, could recommend it if anyone is looking for a cheap little indie game)

I probably already said this at some point before since I tend to say it lot , but the Ar Tonelico Soundtracks still are the most impressive ones to me -
musically diverse and with actual meaning (for the game, I mean ^^).
But of course there's other good ones. Morrowind comes to mind, Mass Effect 1, Mana Khemia, C&C Red Alert 1 etcpp ...

My favourite is 9.10 (music starts at 9.12). I'm not lying I've this specific "song" right now together with other music in my car music collection (MP3 CD). One of the 135 songs I've chosen to listen to this year

As a fan of games I used to play (and therefore, still plays ) no i'm not confusing.
Dune II :
It's not only the Mother of all RTS games, it's still one of the greatest games with all the simplicity of the game. I love it.
The music is Iconic. This is a Game Music Master at work. Frank Klepacki.
After that, you only have to listen to the music of Command & Conquer; Command & Conquer Red Alert; Command & Conquer Red Alert II again some great wonderful game music.
There's off course a lot more. But this is the first I want to mention. Off course Total Annihilation has also great music.

@Nemesis: like it! I miss games like Dune II and C&C (up to Red Alert II, the rest that followed doesn't live up to its predecessors). There aren't many old school RTSs around these days. As for their music, well, Hell March is always on my playlist, along with all rock and metal legends. Doesn't fall behind Black Sabbath, Metallica or Iron Maiden (which all I admire) at all.
