mountain tool in the main game ?

I suppose somebody has tried to insert the "mountain tool" into the main game. Is it possible ? Does it already exist ?

and what exactly is said mountain tool?

sorry... It's in the editor, the ability to affect a greater area to raise the ground (it would be very useful for terrforming around cities...)

This would be a good idea, but I'm pretty sure that I saw this very suggestion in this very forum a few weeks ago.
