Yes, but Chris Sawyer made the Scotland game (I think!) and then did something to it to make it a scenario. Now I think about it, that would be pretty cool, it we could make our own! I have also noticed that in the Scotland Scenario, there are several companies which make a *profitable* ship service between the Oil Rigs and the Aberdeen Refinery...
That something was a simple file rename. If you have a savegame or scenario, all you need to do is to change the extension from .SV? to .SS?, and it will show up in the "New Game" window. If it was a scenario, you will get a new random company when you select it. CS might have needed some trickery to turn his human company into an AI one after having finished everything, then introduce a new human one, but luckily this isn't needed with TTDPatch. You can use the subsidiaries feature to control AI companies and prevent them from building automatically. You can use the money and year cheats if the building process takes too much money or time, even. After you've finished, just sell the shares, cheat back your money to 100,000 pounds and you're done!
This thing aside, the AI is capable of building ship routes on its own, but only for servicing oil rigs, so it does this very rarely.

When implementing the first AI train management into the DB Set I had to set up lots of AI test games and in some of them the AI did remarkably well.
Besides from money management (one company repaid all his debt in record time) there was one who even built straight track!
