you should download the patch from : http://www.ttdpatch.com/
and install it

then read the FAQ section there

or read the FAQ thread here, there is something about your error:

Make sure you have got version 1.8.1 or higher (not 1.8) of TTDPatch. This has registry fixing code built in. Install the Windows version of TTD using the Setup program. To run TTDPatch, go Start\Run and type C:\path\ttdpatchw.exe -2 and click OK. You'll probably want to change the TTD shortcut in the Start menu to point to this in future, and you may also want to create and modify a ttdpatch.cfg file too. But to get the game working, this should do. For full-screen mode, right-click on ttdpatchw.exe, click Properties, Compatibility and set Win98 compatibility mode
Well, back to work, lot's of it in the near future

you have tried this: For full-screen mode, right-click on ttdpatchw.exe, click Properties, Compatibility and set Win98 compatibility mode
it may be the win95 mode to, play a bit with different settings

an other manual reports:

1. Go to "Start", "Run", enter "regsvr32 C:\winnt\apppatch\slayerui.dll"
2. Go to the folder where the TTD is installed (e.g. C:\MPS\TTWin95\)
3. Find "ttdpatchw.exe" which you should have installed in this folder
4. Right click ttdpatchw.exe and select "Create shortcut" from the menu. This will make a shortcut of that file in the folder.
5. Right-click on the shortcut and select the "Compatability" tab at the top.
6. Tick the box next to "Run in compatibility mode:" with Windows 95 Compatibility Layer in the drop down menu box which should be default.
7. Move the shortcut to somewhere more convenient on your PC, e.g. your desktop

You may want to try the options 2 to 7
i have a nice little icon on my desktop and it allows me to quickly run the game or change the compatibility settings when i want to run in windows mode (then you can chat or read posts) and full screen , when i want to be left alone !
