The Industries feature is already working in TTDAlter 4.0.6 beta, which isn't released yet. It will be out soon.

I'm not sure how long it'll be. I may release the 4.0.6 beta this coming week.

The Industries feature lets you modify the initial production of industries, so they produce, say, 2000 tonnes of coal a month instead of 120. You can even "convert" factories, etc, to primary industries, so they always produce x crates of goods a month.
