i have this stubborn steel mill that wont close and i really want its land

Somebosy help me
WHY CANT WE JUST KILL SADDAM AND GET IT OVER WITH PEOPLE !!!!!!!!!!!!!!!!!!!!!!!!!!

You could either deliver no cargo there at all, and wait for it to close naturally (may take many years), or you could rename the SV1 file to SV0, load it up in the scenario editor and delete the steel mill, then rename it back to SV1.
