Chat applet updated

Hello all,

Instead of using an ancient Java applet, the Chat pages now uses Mibbit. If you want to access the #tycoon or #openttd channels, and don't have an IRC client installed, you can now do so without having to download a clunky Java applet.

If anybody has any problems with the new setup, please let me know.
