This looks almost exactly like this kid's TV series I used to watch when I was little called Tugs.

Apparently the models from TUGS were used (minus 'faces') by Britt Allcroft in both Thomas the Tank Engine, and modified further for Theodore Tugboat in the USA.

So, yup basically the same models
