I´ve just remembered, this could work to get TTD to play online.
METHOD 1
1: You will require Windows 95 or 98.
2: Goto http://www.zone.com/zonelan and pick any room you want.
3: When the DOS window opens, launch the DOS version of TTD.
4: Use IPX game with the socket (if needed).
METHOD 2
1: You will need Kali and any operating system.
2: When you get Kali installed, add TTD to your game list.
3: When you launch the game, IPX will be converted to TCP.
4: Use IPX game.
Method 2 works with Descent 2 Windows version, how I remembered this method.
Try those out.

It´s also possible to set up a VPN (Virtual Private Network) between two computers, and play it like it was on a LAN
I´ve tried this once, and it worked perfect, untill the other guy lost his connection
