I have set up a Bugzilla (site contains more info than I could explain here) for my own use, and given that it scales rather well, I am making it available for other people to use for their projects. There will likely be a few simple rules (e.g. huge 700MB projects can go get their own), liberally enforced (i.e. you will not be shot repeatedly for making one mistake), but I guess that most people that ask to use it for their projects should get use of it. It currently lives here.
The system will require you to register an account to post bugs (there might be a way around this, but it probably involves lots of editing Perl), and will definitely require you to register an account if you wish to use it for your project.
Note that this is not purely limited to programs - graphics set authors and document maintainers may wish to use this as well.
If anyone is interested, you can reply below, though I'd prefer either a forum PM (in case the thread drops) or an email (accessible from my Bugzilla installation).
