Random AI - bug or feature?

Random AI - bug or feature?

Hi,

If I select "random AI" in preferences - it's work, but strangely.
When AI bankrupts, after few days new AI is founded. Unfortunatelly the new AI is the same as previous (i.e. if "Admiral AI" bankrupts, new "random" AI is always.... "Admiral AI"). If I set max. 4 opponents and 8 AIs, program use only 4 AIs during game.

It's a bug or feature?
