Having been asked to compile my sounds into .dat files, I've done so. However, this isn't a complete mod, and there are no plans for one, but it is possible that in the future I will decide to make a mod. Meanwhile, you can download these files and extract them into the ObjData folder. You will have to create a scenario and add Atest1, Atest2 and atest3 locos to the map. (the last one is all the way at the bottom of the list.) I would create a scenario myself, but I have all sorts of mods installed and I can't guarantee that it'll work for everyone.
You will also find a .wav file. It is a different horn sound, though much like the one I've posted previously, this one contains the rattle of starting freight cars. One side effect of using it is that whenever a train goes by a crossing, it'll sound like a train is just starting to move. But I use it anyhow.

I've just finished two more sounds. No dat files, but they're easy to make and if anyone wishes to use them, just use locotool to combine the xml and wav files.
I've also fixed one other horn. It had a 'click' when it started. (probably forgot to use fade in after cutting it)
